Rumah MutiaraKu (RMKu) is the state of Penang’s flagship affordable-housing initiative, re-branded in January 2025 to replace the previous Rumah Mampu Milik (RMM) programme. The scheme is aimed at increasing home-ownership for eligible Penangites by offering controlled-price units, zoned allocations, and clearer eligibility and delivery frameworks. 1
Quick Facts
The previous affordable-housing framework under RMM faced criticism over delivery delays, mismatched unit sizes, high demand and insufficient units for first-time buyers. With rising property prices and land constraints in Penang, the state government recognised the need for a stronger identity, improved parameters and clear staging. The re-branding to Rumah MutiaraKu is designed to instil pride and clarify the affordable-home proposition. 1

Under RMKu, developers of residential projects are required to allocate a quota of units at controlled disposal prices, and the state offers streamlined guidelines, zoned pricing and incentives. Applicants fulfil a state-administered eligibility process via the online portal (eRumah), followed by shortlisted units and allocation when specific RMKu developments launch.
The scheme divides Penang into three zones based on location, infrastructure and market pressure:
Within each zone, controlled-price categories still apply (Types A, B, C and the newly introduced Type D) with ceiling prices such as RM42,000 (A), RM72,500 (B), RM150,000-300,000 (C1-C3) depending on size and location. 4
Key enhancements under RMKu include:
To apply for RMKu units you must:
The application steps typically are:
Once allocated, RMKu units are subject to certain restrictions including:
With escalating property values in Penang, RMKu cushions first-time buyers, young families and Penang residents from being priced out. It ensures that even in high-growth zones, there is controlled-price housing aligned with income levels, stabilising home-ownership and maintaining inclusive communities.
While RMKu brings improved clarity, challenges remain: ensuring sufficient supply across zones, timely project delivery, avoiding quality shortfalls, and managing the waiting list (thousands of applicants register yearly). The state’s 2030 target of 220,000 units is ambitious but progress has been made (76% achieved per early 2025). 2
The Rumah MutiaraKu scheme is Penang’s comprehensive approach to affordable housing in an era of rising property costs. For eligible buyers, it offers an accessible entry into home-ownership in island and mainland Penang, subject to compliance, patience and fulfilment of eligibility. Staying informed and ready to apply when launches occur is key.
