Rumah MutiaraKu is Penang's affordable home program. RMKu C is currently the only level (as of 2025) with active projects in Penang. This page explains, in plain English, who can apply and what documents you must submit for RMKu C.

1. Basic eligibility (who can be registered)
Be a Malaysian citizen.
Be at least 21 years old on the date you apply.
Be either born in Penang or be a resident of Penang.
Be a registered voter in Penang.

2. Income limits and the RMKu levels
RMKu has different sub-types. For RMKu C there are three bands that determine the maximum house price you may apply for:
RMKu C1 - combined husband-and-wife income must not exceed RM 8,000. Maximum house price: RM 150,000.
RMKu C2 - combined income must not exceed RM 10,000. Maximum house price: RM 200,000.
RMKu C3 - combined income must not exceed RM 12,000. Maximum house price: RM 300,000.

3. Property-ownership rules
For RMKu A & B: Applicant and spouse must not own any house anywhere in Malaysia.
For RMKu C1, C2 & C3: Applicant and spouse may own one (1) property and still be eligible if the existing property's purchase price is lower than the price of the RMKu unit applied for. Include a copy of the existing Sale & Purchase Agreement (S&P) as proof.
4. Special-category requirements
Civil servants: Include a support letter from your Head of Department.
Talent & Skill Group applicants: Include a support letter from Invest Penang.
5. Documents to include with your application
Identity & marriage status
Applicant's and spouse's IC (Identity Card).
Marriage certificate or registration.
If divorced, attach Divorce Certificate.
If widowed, attach Death Certificate of spouse.
Financial & credit checks
CCRIS report for both applicant and spouse (get it from Bank Negara Malaysia branch).
Voter & residency proof
Copy of your SPR slip (voter registration slip).
If you have been a Penang resident for at least 5 years, include employer confirmation letter as proof of residency.
Employment documents (if employed)
Latest employer confirmation letter or latest payslips showing basic salary and fixed allowances for both applicant and spouse.
Latest EPF (KWSP) statement for both applicant and spouse.
If not contributing to EPF, attach official confirmation from EPF office.
Self-employed / business owners
Latest B form (LHDN) for business income.
Company registration certificate (SSM).
Latest EPF statement.
Affidavit of Income (Akuan Sumpah Pendapatan).
If not working
Latest Affidavit of Income for applicant and spouse.
Confirmation from EPF office if not contributing.
Disability (OKU)
Copy of OKU card for applicant, spouse, and any dependants (if applicable).
6. Important procedural notes
If you change your mailing address, inform the housing board by completing the official change-of-address form.
Affidavits (Akuan Sumpah) must be made before a Commissioner for Oaths appointed by the Government. Other certifications are not accepted.
Update frequency: Applications must be updated every 3 years or whenever your marital status or income changes.
7. Practical tips for a smooth application
Prepare certified copies where possible, especially for legal documents and Sale & Purchase Agreement.
Request CCRIS and EPF statements early, as these can take time to obtain.
If you are a civil servant or in the Talent & Skill Group, request support letters early from your department or Invest Penang.
