The River Valley Planning Area (Simplified Chinese: 河谷, Traditional Chinese: 河谷, Pinyin: Hégǔ, Malay: River Valley, Tamil: ரிவர் வாலி) is a prime residential district located in the Central Region of Singapore. Covering approximately 1.69 square kilometres, River Valley is a compact but highly desirable neighbourhood, known for its upscale condominiums, proximity to Orchard Road, and a blend of heritage and modern urban lifestyle. It is one of Singapore’s most affluent residential areas, popular among both locals and expatriates.
The name "River Valley" reflects the area’s geographical setting near the Singapore River. In the 19th century, River Valley was home to many wealthy Chinese and European merchants who built mansions and villas in the area. One of the most prominent residents was Dr. Thomas Oxley, who owned extensive nutmeg plantations in the mid-1800s. Over time, the plantations gave way to residential development, transforming River Valley into one of Singapore’s earliest upscale housing districts. Many roads in the area, such as Oxley Road and Killiney Road, are reminders of this colonial past.

“River Valley” is pronounced /ˈrɪvər ˈvæli/ in English. In Mandarin Chinese, it is called Hégǔ (河谷), literally meaning “river valley.” In Tamil it is ரிவர் வாலி, while the Malay version is River Valley, a direct transliteration.
River Valley is centrally located and bordered by several key planning areas: Orchard to the north, Downtown Core to the east, Outram to the south, and Tanglin to the west. Its central location provides convenient access to the Singapore River, Orchard Road, and the Central Business District.
Although compact, River Valley enjoys excellent connectivity. The Fort Canning MRT Station on the Downtown Line is located at the eastern edge of the area, while nearby stations such as Dhoby Ghaut, Somerset, and Great World provide access to multiple MRT lines. Major roads serving the district include River Valley Road, Killiney Road, and Clemenceau Avenue. The Central Expressway (CTE) also runs close by, giving residents quick access to other parts of the island.
River Valley is synonymous with luxury living. The planning area is dominated by high-rise private condominiums, serviced apartments, and exclusive residential developments. There is little public housing within River Valley itself, underscoring its status as a premium residential enclave. As of 2025, condominium prices in River Valley often exceed SGD 2,500 to 3,000 per square foot (26,910 to 32,291 per sq m), while rental rates range from SGD 5,500 to 9,000 per month depending on the property size and location. Its cosmopolitan character makes it particularly popular among expatriates working in the Central Business District.
River Valley combines urban luxury with convenience. Residents enjoy close proximity to Orchard Road shopping malls, Robertson Quay’s riverside dining scene, and heritage trails around Fort Canning. The area has a cosmopolitan vibe with international schools, gourmet supermarkets, and premium healthcare facilities nearby. With its vibrant dining, nightlife, and leisure options, River Valley remains one of Singapore’s most desirable addresses.
