Phuah Hin Leong Road was named after one of those Chinese immigrants who arrived penniless in Penang, and made his fortune here. Born under the surname of Lim, he came from such a poor family that his parents had to give him away to be raised by another family surnamed Phuah. Hence he grew up using the Phuah surname, rather than the surname name he was born to. He started off as a boatman carrying cargo and passengers across the Penang Channel, and through hard work and frugality, eventually owned a couple of mills and warehouses.

By the time he died in 1901, Phuah Hin Leong had become of the richest man in Penang. His children all maintained the Lim surname, many of whom carved a name for themselves, including Lim Cheng Teik and Lim Cheng Ean.
Phuah Hin Leong is well known as a rice miller because the first rice mill in Penang, Khie Heng Bee, is said to have been established by him in a joint venture with Lim Leng Cheak and Chuah Yu Kay.1
The site of Phuah Hin Leong's warehouse on Weld Quay is now part of a development called The Rice Miller. The name was chosen by his descendants in his memory. At time of writing (Jan 2013), The Rice Miller Hotel is still under construction.
Another building to read about is Limburg, on Larut Road, as it was built by Phuah Hin Leong's son, Lim Cheng Teik.

Phuah Hin Leong Road is not served by public transport, but you can take Rapid Penang Bus 101 or 104 to Burmah Road.
