Kovan is a mixed residential and commercial subzone within the Hougang Planning Area of Singapore. Known for its vibrant food scene, proximity to schools, and good MRT connectivity, Kovan combines older estates with modern condominiums and retail amenities. It has become one of the more desirable neighbourhoods in the northeast, appealing to both families and professionals.1
Kovan occupies 1.949 sq km and is located at the southern fringe of Hougang. It is bordered by Hougang West to the north, Hougang Central to the northeast, Lorong Ah Soo Subzone to the southeast, Serangoon Central to the southwest, and Serangoon Garden to the west. Its location gives it close ties with both Hougang and Serangoon, blending neighbourhoods of contrasting character.1
As of 2024, Kovan is home to 27,280 residents, with a density of about 14,000 people per sq km. The subzone’s population has grown by 2.4% since 2020, reflecting steady demand for housing in the area. Its demographic mix includes young professionals, families, and retirees, supported by a variety of housing types and community amenities.1
Kovan is unique within Hougang for its larger proportion of private landed properties and condominiums. While HDB flats form part of the housing landscape, especially in its northern portion, the area is better known for terraced houses, semi-detached units, and boutique condominiums. Commercial land use is centred around Heartland Mall, small malls, eateries, and coffee shops. The neighbourhood is also known for its lively supper spots, making it a dining hub for nearby residents.
Kovan enjoys excellent connectivity. Kovan MRT Station on the North-East Line provides direct rail links to the city centre and Punggol. By road, Upper Serangoon Road is a key arterial route serving the subzone. Residents also benefit from proximity to the Kallang-Paya Lebar Expressway, offering quick access to Changi and central Singapore. A dense network of bus services connects Kovan with Serangoon, Hougang, and beyond.3
The focal point of community life is Heartland Mall, a popular shopping centre located next to the MRT station. Traditional wet markets and hawker centres provide daily essentials, while sports and recreational amenities are available at Hougang Sports Centre and Serangoon Stadium nearby. Educational institutions in the vicinity include Paya Lebar Methodist Girls’ School and Xinmin Primary School, serving local families.
Kovan’s identity is shaped by its dual character: a hub of vibrant dining and retail at its core, surrounded by quiet landed housing estates. It is seen as a transition zone between the high-density HDB heartlands of Hougang and the private housing enclaves of Serangoon Garden. This balance makes it particularly attractive to those seeking both convenience and tranquillity.
Besides Heartland Mall, Kovan is famous for its food outlets along Upper Serangoon Road and Simon Road. The area comes alive at night with supper spots that attract visitors from all over Singapore. In addition, Kovan has community clubs, neighbourhood parks, and religious institutions that contribute to its rich social landscape.

Rental rates vary widely: 4-room HDB flats typically rent for SGD 3,000–3,400 per month, while condominiums and landed properties can command significantly higher rates.2
According to Singapore Infopedia, the name “Kovan” is derived from the Hokkien word kow ban, meaning “high ground.” This reflects its historical role as a slightly elevated settlement area compared to surrounding low-lying villages. (However, the link to the source cited on Singapore Infopedia has since become broken, so it is unclear whether the claim has merit.)
Separately, the Wikipedia entry on Kovan claims that its name from from Teochew 六块石 meaning six pieces of stone." Again, this is not authoritatively substantiated.4
Kovan borders Hougang West, Hougang Central, and Lorong Ah Soo Subzone, as well as the Serangoon planning area’s Serangoon Central and Serangoon Garden. This makes it a link between Hougang’s HDB heartland and the established private estates of Serangoon.
