Istana Negara Subzone (Chinese: 国家皇宫, pinyin: Guójiā Huánggōng) is a historically and politically significant subzone in the Singapore city centre, within the Newton Planning Area. Its name comes from the Malay word “Istana,” meaning palace, as it houses the Istana, the official residence and office of the President of Singapore. The subzone is unique for its large green expanse and restricted access, making it unlike most other urbanised subzones in the city.
The Istana grounds were originally built in 1867–1869 as Government House for the British colonial governors. Designed by Major John Frederick Adolphus McNair in a neo-Palladian style, the estate was renamed the Istana after Singapore attained self-government in 1959. Since then, it has been the official residence of Singapore’s President, while also serving as a venue for state functions and national ceremonies.
The Istana Negara Subzone covers 0.5435 sq km and is located on elevated ground along Orchard Road. It is bordered by Kampong Java to the northeast, Mackenzie and Mount Emily to the east, Dhoby Ghaut to the south, Somerset to the southwest, and Monk’s Hill to the west. Its green lawns and gardens contrast sharply with the surrounding dense urban development of Orchard and Newton.
The subzone has a very small residential population, with only about 50 residents recorded in 2024. This equates to a population density of 92 per sq km. The population declined by 4.5% between 2020 and 20241. Most people within the grounds are security staff, state officials, and a handful of residents connected to the estate.
Land use in the Istana Negara Subzone is dominated by the Istana estate itself, which spans 106 acres. The estate includes the Istana building, gardens, auxiliary offices, and security installations. The character of the subzone is institutional and ceremonial, and it is one of the few green sanctuaries in central Singapore.
The Istana is easily accessible via Orchard Road, although its grounds are largely closed to the public except on designated open days. Nearby MRT stations include Dhoby Ghaut MRT Station, a major interchange on the North-South Line, North-East Line, and Circle Line, and Somerset MRT Station on the North-South Line. Orchard MRT Station is also within walking distance.
Unlike residential subzones, Istana Negara does not contain neighbourhood amenities such as schools, shops, or community centres. However, its proximity to Orchard Road means residents and visitors can access a wide array of retail, dining, and entertainment options just outside its borders.
Istana Negara is identified primarily with its political and ceremonial role rather than community life. It symbolises Singapore’s sovereignty, hosting foreign dignitaries and national events such as the swearing-in of the President and Prime Minister.
Due to its status as a state compound, the Istana Negara Subzone has virtually no private residential real estate or HDB housing. The limited housing present is tied to staff quarters or official residences within the estate. As such, there are no market indicators for selling or rental prices specific to this subzone. However, neighbouring Orchard and Newton areas command some of the highest property prices in Singapore, often above SGD 3,000 psf for private condominiums.
The Istana grounds are five times larger than the White House grounds in Washington, D.C., underscoring its scale and prestige as a ceremonial estate in the heart of the city.
