Benoi Sector Subzone is a subzone within the Pioneer Planning Area of Singapore. Covering 2.043 square kilometres, it is primarily zoned for heavy industry, shipbuilding, and supporting marine activities. The subzone has no residential population and forms part of the Jurong Industrial Estate, one of the largest industrial regions in Singapore. Its strategic location near the southwestern coast makes it a hub for the nation’s maritime and offshore engineering industries.
The name “Benoi” (万礼, Wàn lǐ in Chinese) is believed to have originated from a Malay toponym, though the exact etymology is unclear. The area was historically associated with swamplands and coastal activity before industrialisation reshaped its identity. Over time, the name “Benoi” has become synonymous with heavy industry and shipyards in western Singapore.
The development of Benoi Sector dates back to the 1960s and 1970s, when Singapore’s Economic Development Board (EDB) and Jurong Town Corporation (JTC) spearheaded the creation of the Jurong Industrial Estate. The Benoi area was identified as a suitable location for marine engineering, oil rig construction, and heavy manufacturing due to its access to deep waterfronts. Over the decades, it became home to multinational companies in offshore and marine industries, playing a vital role in Singapore’s industrialisation strategy1.
Benoi Sector occupies 2.043 sq km of land in the southwestern part of Pioneer. It is bounded by Joo Koon to the north, Liu Fang to the east, Shipyard Subzone to the south, and Gul Circle to the west. Much of the terrain is reclaimed land, shaped to accommodate waterfront industries, wharves, and shipbuilding yards. Its coastal access to the Gul Basin further enhances its suitability for heavy marine-related activity.
Benoi Sector Subzone has no residential population. The entire area is zoned for industrial and maritime use, and therefore does not contain public housing or private residential estates.
The subzone is dominated by shipyards, oil rig fabrication facilities, warehouses, and heavy manufacturing plants. Large parcels of land are occupied by multinational corporations specialising in offshore engineering, marine repairs, and energy-related industries. Its industrial character makes it a restricted area for general public use, with controlled access in certain zones due to safety and security regulations.
Although the subzone itself has no MRT station, it is served by nearby Joo Koon MRT Station and Gul Circle MRT Station on the East-West Line. The industrial estate is connected by major expressways, including the Ayer Rajah Expressway (AYE) and Pan-Island Expressway (PIE), which facilitate the transport of goods and workers. Public bus routes also serve the wider Jurong Industrial Estate, linking Benoi Sector to nearby residential estates such as Jurong West and Boon Lay.
There are no residential communities or neighbourhood amenities within Benoi Sector Subzone. However, nearby estates such as Joo Koon and Boon Lay provide supporting amenities, including shopping centres, food courts, and workers’ dormitories. Within the subzone, essential facilities are limited to industrial canteens, logistics hubs, and operational offices.
Benoi Sector’s identity is defined by its role as part of Singapore’s industrial heartland. For many, the name “Benoi” evokes images of towering oil rigs, shipbuilding cranes, and sprawling warehouses. It represents Singapore’s economic ambition in the offshore and marine sector, and is integral to the country’s industrial narrative.
Though not a tourist destination, Benoi Sector is notable for its heavy industries and engineering marvels. Offshore oil rigs and massive ship hulls are often seen under construction, visible from certain vantage points around the Gul Basin. The sheer scale of industrial activity makes it a fascinating area for industrial heritage enthusiasts.
There is no residential property within the subzone, and therefore no HDB flats, condominiums, or landed housing. Real estate in Benoi Sector is entirely industrial, with land parcels leased by JTC Corporation to industrial players. Rental and purchase prices are determined by the type of industrial zoning, land tenure, and proximity to waterfront facilities. Due to its strategic location and waterfront access, industrial land in Benoi is considered highly valuable for heavy industries2.
Benoi Sector is one of the few areas in Singapore where entire oil rigs have been constructed on land before being launched into the sea. This engineering feat highlights the scale of industrial activity that takes place in the subzone.
