The Penang State Government has two types of housing schemes of its people. They are known as the Affordable Housing (Rumah Mampu Milik) and the older People's Housing Project (Projek Perumahan Rakyat or PPR).

The People's Housing Project is mainly to house the hardcore poor. Flats for PPR can be found in various locations in Penang.
Requirements for Applying for People's Housing Project (Projek Perumahan Rakyat) in Penang
Furnish personal particulars including employment, salary, employer address, spouse, dependents, along with certified copies of the following documents:
Personal Identity Card and Spouse's Identity Card
Marriage Certificate
Widows and Divorcees to furnish Death Certificate or Divorce Certificate
Identity Card and Birth Certificates of Dependents
If working in the public or private sector, include the following documents:
Employment Letter/Latest Salary Slip of Applicant and Spouse
Latest Employee Provident Fund Statement
Confirmation from EPF if not contributing
If running own business, include the following documents:
Latest certified statement of income for applicant and spouse
Company Registration Certificate/Business License
If self employed, include the following documents:
Latest certified statement of income for applicant and spouse
If unemployed, include the following documents:
Certified Declaration of Unemployment of applicant and spouse
3 photographs of property from side, rear and front
3 Identity Card-size photographs
A copy of CCRIS Report for applicant and spouse - refer to the nearest branch of Bank Negara Malaysia
Applicant and spouse are allowed to submit one (1) application only.
Only applicants that satisfy the following requirements are eligible:
Citizens of Malaysia (both the applicant and spouse)
Residing in Penang for at least 5 years
Aged 21 and above at time of application
Registered as a voter in Penang ONLY (applicant and spouse)
Income of applicant or spouse not exceeding RM750.00 per month, and family income not exceeding RM1500.00 per month.
Applicant and spouse must never have owned a residential property in Penang or any other state in Malaysia, including properties that have been sold
Family size at least 5 people.
Special consideration given to disabled applicant or disabled spouse, single mothers, widow of members of the Security Forces who were killed in the line of duty and squarters on Government housing project land that meet the requirements.
Administration has to be notified of any address change.
Declaration letter has to be made in front of a Commissioner of Oath.
