Tsugaru (Japanese: つがる市) is a city on the northwestern part of Aomori Prefecture, in the Tohoku region of Honshu Island, Japan. It occupies part of Tsugaru Peninsula, covering 254 sq km (98 sq mi) and has a population of 36,000 people (2012 estimate).
Tsugaru is bordered by the municipalities of Hirosaki, Goshogawara, Ajisawa, Tsuruta and Nakadomari. The area experiences a maritime climate.
Tsugaru was founded only in 2005 when the town of Kizukuri merged with the villages of Inagaki, Kashiwa, Morita and Shariki. The newly established city was nearly bankrupted, as the villages joining it brought with them huge debts, forcing the local government to put in place draconian measures such as hefty fines for failure to pay water bills.

Tsugaru is served by the Gono Line of the East Japan Railway which makes stops at Kizukuri, Nakata, Mutsu-Morita and Koshimizu stations. If going there by car, take Japan National Route 101.
