There has been a growth in bicycle shops in Penang, now that the state government is encouraging cycling as a form of exercise and recreation. Efforts to popularise cycling include the creation of a bicycle lane through many of the streets in inner George Town. The interest in cycling is also reflected in the sprouting of bicycle shops around the city. While some of these bicycle shops only sell the vehicles, some are also repair shops for the replacement of parts and maintenance of the bicycles.

In addition to the individual bicycle shops, the Penang State Government has signed a 12-year concession to establish a bicycle-sharing system that covers the inner city of George Town. The concession was won by Penang Bike Share.
