Istana Balai Besar (GPS: 6.13113, 102.23739) is the Grand Palace of Kelantan. It is located in the centre of Kota Bharu. The relocation of the palace to this location by Sultan Muhammad II between 1942 and 1944 led to the establishment of Kota Bharu ("New Fortress"). It is the oldest palace in Malaysia that is still in use for royal functions.
Istana Balai Besar is walled by a three-meter-high wooden palisade of hard cengal wood. The main entrance is on the west side of the compound, facing Jalan Istana.
Today Istana Balai Besar is no longer the residence of the Sultan of Kelantan. It is only used for important functions. The palace still houses the throne and the royal regalia of Kelantan.
